Equal Pay Rights and Obligations
"Equal Pay: Your Right and Obligations as a Vermont Employee or Employer" (Updated June 2005) This brochure outlines Vermont's equal pay laws, including a new law signed by Governor Douglas on April 28th giving all Vermont workers the right to disclose wages. That law prohibits wage nondisclosure agreements and protects employees from discharge, discipline or discrimination when disclosing their wages. The law enables workers to discover if they are being paid equitably.
In addition to outlining the new law, Equal Pay helps employers understand the legal definition of equal work and situations where employees can be paid different wages. Employees learn what rights they have as workers, and what to do when they suspect pay discrimination. Equal Pay presents a specialized tool, the "Equal Pay Audit", that can be used to protect every workplace against pay equity violations.

Vermont Employee Ownership Center The Vermont Employee Ownership Center is a non-profit organization dedicated to promoting and fostering employee ownership. VEOC goals are to broaden capital ownership, deepen employee participation, retain local ownership of businesses and the jobs they support, increase living standards for working families, and stabilize communities.
U.S. Small Business Administration-- Vermont District Office The U.S. Small Business Administration (SBA) maintains and strengthens the nation's economy by aiding, counseling, and protecting the interests of small businesses and by helping families and businesses recover from national disasters. SBA provides financial assistance for new or existing businesses through guaranteed loans made by area bank and non-bank lenders; provides free counseling through the Service Corps of Retired Executives; free consulting services through the network of Small Business Development Centers; advice to women business owners through the Vermont Women's Business Center, and more.
The Vermont Small Business Development Center The Vermont Small Business Development Center provides free and confidential business assistance, which includes, but is not limited to: Business Plan Development, Acquisition, Marketing, Expansion, Capital Formation, and Financial Analysis. Housed at the 12 Regional Development Corporations and Vermont Technical College, advice from SBDC business counselors is strictly free and confidential. The SBDC also offers statewide services of Regulatory Assistance, Energy Efficiency and Workplace Safety, Agricultural Businesses Planning and Financial Management assistance, and Technology Business Development. Environmental and Land Use Permitting
Environmental Permit Information Summary The Agency of Natural Resources' three departments, Environmental Conservation (DEC), Fish and Wildlife (F&W), Forests, Parks and Recreation (FPR) have regulatory responsibility for a number of programs and oversee their associated permits. The majority of environmental permits are issued by the DEC.
Natural Resources Board The web site of the Land Use Panel of the Natural Resources Board. Established by Act No. 115 of the Vermont General Assembly, the Land Use Panel oversees the activities of the District Environmental Commissions, provides administrative support and enforcement of Act 250 permits, and conducts rulemaking related to the Act 250 program. The Panel has five members, including Chair Patricia Moulton Powden.
Agency of Natural Resources General Stormwater Permit The Agency of Natural Resources on April 17, 2003, issued a general permit which shall be used by the Agency to authorize stormwater discharges from construction sites involving five or more acres of soils disturbance. The permit does not replace the existing General Permit 3-9001(2002), under which some construction activities have already been authorized.
This permit is issued in accordance with state and federal laws and rules. The permit covers the discharge of stormwater runoff from sites with construction activity, including clearing, grading and excavation, that will result in the disturbance of five or more acres of total land area. This coverage includes construction activities where the disturbance is less than five acres of total land area that is part of a larger common plan of development or sale if the larger common plan will ultimately result in the disturbance of a five or more acres ("phased projects"). The permit also describes activity not covered by the permit and provides the information needed for one to proceed to apply for a permit.
